Oracle Corporation and SoftBank Corp. (SoftBank) are collaborating to provide secure, compliant, and scalable sovereign cloud and AI services to organizations in Japan. To support critical infrastructure sectors, SoftBank will launch its new Cloud PF Type A, a suite of its own proprietary cloud and AI services powered by Oracle Alloy for the Japanese market. AI services will be introduced in phases, driving innovation and growth across Japan’s digital economy.

With rapid digitalization and soaring data volumes, the need for secure, sovereign data management in Japan is increasingly critical to protect economic interests. With Oracle Alloy, a complete cloud infrastructure platform that enables Oracle partners to become cloud service providers, SoftBank will be able to give its customers access to 200+ Oracle Cloud Infrastructure (OCI) AI and cloud services, deployed across its Japanese data centers. By leveraging Oracle Alloy, SoftBank will deliver secure, sovereign AI and cloud capabilities to address customers’ evolving data governance and sovereignty requirements.

“We are delighted to collaborate with Oracle to offer a cloud platform that addresses the high-security standards in our data centers,” said Hayato Sakurai, executive vice president, SoftBank Corp. “By integrating advanced technologies such as generative AI and high-performance GPUs, we will continue to address the diverse needs of our customers, empowering them to innovate, stay competitive, and drive Japan’s digital transformation.”

To support and strengthen long-distance redundancy, network resilience, and business continuity planning, SoftBank deploys several services across its eastern and western Japan data centers. In order to further protect customer data and credentials, SoftBank combines OCI Key Management Services, a service for centrally managing and maintaining control of encryption keys, with its own proprietary Key Management Service. In addition, secure, private network connections via SoftBank’s OnePort multicloud connectivity service and SmartVPN provide safe and reliable access to multiple cloud services. SoftBank will also provide integrated operational support for enterprises and municipalities through its Managed Service Provider (MSP) services.

“Oracle Alloy enables SoftBank to enhance its services by building and offering a new set of services based on the latest Oracle cloud, AI, and sovereign capabilities,” said Scott Twaddle, senior vice president, product and industries, Oracle Cloud Infrastructure. “We look forward to strengthening our collaboration with SoftBank and accelerating the digital transformation of organizations in Japan.”

“Our collaboration with SoftBank marks a landmark initiative to deliver sovereign cloud and AI services tailored for organizations in Japan,” said Toshimitsu Misawa, member of the board, corporate executive officer and president, Oracle Japan. “With Oracle Alloy, SoftBank customers can benefit from OCI’s breadth of AI and cloud services within its data centers in Japan, addressing the growing need for AI adoption and data sovereignty. By providing a robust platform that integrates generative and agentic AI technologies with enterprise data, we are enabling our customers in Japan to run advanced AI workloads quickly, securely, and efficiently.”

SoftBank will deploy Oracle Alloy to build an advanced cloud infrastructure in its eastern and western Japan data centers, ensuring that data and systems are fully managed and operated within Japan. The service is scheduled to launch in the eastern Japan data center in April 2026, followed by the western Japan data center in October 2026.

SoftBank will utilize Cloud PF Type A to support GPU environments and build a cloud infrastructure capable of high-speed computation and generative AI workloads, addressing the increasing importance of sovereignty in generative AI adoption.
